If there is corrosion around the hub center and also the center of the wheel, it can create the illusion that the wheel is tight, but as it is loaded driving down the road it can actually loosen. I would recommend removing both tires, cleaning both wheel and hubs with a wire whip on a grinder and applying antisieze.The most important thing is the even torque.
