I don't believe either of those are the case. I have Xfinity/Comcast internet. I have port forwarded in the past on a different hardware/plan setup. For full disclosure, I upgraded to gigabit internet from xFinity and bought my own modem (Nighthawk CM1100) and this Nighthawk mesh network, all in between the time I last cared about port forwarding..
